Last I checked whatever list I used to have, there were fifteen states: Alabama, Alaska, Florida, Georgia, Illinois, Iowa, Massachusetts, Michigan, Minnesota, North Carolina, North Dakota, Rhoda Island, South Caroline, Texas, Wisconsin, and the District of Columbia. I believe Washington State has added it....and I know Virginia just had hearings on it this week.
