Your browser is loading the page from cache rather than across the internet. Hold the Ctrl key down when you click on reload and it should force it. Some browsers still stubbornly refuse to reload the page. If the URL in the address bar is "http://elevenoclock.com/cgi-bin/cahmb/cah.cgi" add a "?q" (any letter following a question mark should do) so that it looks like this "http://elevenoclock.com/cgi-bin/cahmb/cah.cgi?q" and it forces the misbehaving browser to load the board from the server rather than from cache.
