Lisa, I am not absolutely positive if it was the meds, but when my CAH son was an infant we would go through sleepless spirts.  Personally, I think that sometimes it was because of the liquid cortef (while on it his numbers were totally out of whack!) and other times it was just because he was an infant.  It was always such a hard call.

I know how difficult it is going without sleep ~ my son is 16 months old and has just decided to stop sleeping through the night for the last week, that is unless of course you pick him up!  So, you could either wait it out.  Give your daughters's body time to adjust or you could see about changing the larger dose of cortef to the am.

Hang in there.  Remember sleep routines are always changing ~ sometimes for the better and other times for the worst ~ we are at 16 mths nightime is always and adventure!
