I'm a little late responding to this thread so I hope you read this message.  My son also had really dry skin and nothing seemed to help.  My sister suggested I use a lotion that was both fragrance-free and lanolin-free.  I was surprised since I know that lanolin saved my life when I was breast-feeding but she said lanolin can be very irritating to some people's skin.  I now slather him with Cetaphil (cheapest at Costco or Sam's Club) after every bath and his skin is gorgeous!!
