I'm a 27 year old adult with CAH (non salt wasting) - I was diagnosed at age 3 due to pubic hair development.  I have always been well controlled, but in my case (like your daughters), the pubic hair growth did not stop.  I was never diagnosed as experiencing precocious puberty (although breast buds appeared around age 10) or received Lupron shots.  So, although I don't know how normal this is - you're daughters' case is not an isolated one.
