My son with CAH is only 22 months so I have no first hand experience with this.  You said that you decreased your son's medicine to "effect a growth spurt" so I assume that he wasn't growing well because he was getting too much cortef.  Did your doctor tell you to increase the cortef after you found out that the androgen levels were high?  While I think it makes sense to reduce the dose to improve growth it sounds like maybe your doctor decreased it too much.  Getting those androgen levels really high certainly will make him grow in the short-term (as well as start going through puberty) but it will also cause his bone age to increase too rapidly and in the long-term he will lose even more height because he will stop growing sooner.  If you haven't already, I definitely think you should discuss your son's symptoms with his endo.

Also, as Lynn said, a high androgen level is potentially dangerous.  I am not positive about this but I think that I read that people with adrenal insufficiency who have high androgen levels may be more likely to have an adrenal crisis if they are stressed (become ill, etc..). 

My son's growth has also been delayed by too much cortef so I will be interested to see how my endo handles it in the future.  My son already has quite a volatile personality with low androgens.  I am in big trouble if they ever get high!! When he gets mad I tell my 4 year old to run for his life! 

Good luck...I hope everything gets straightened out soon.  I think behavior problems can be much more stressful to deal with than medical problems.
