Some carriers ARE sufferers, they are called heterozygous sufferers. Carriers exhibiting CAH symptoms may need to be assessed for treatment, especially if they are children, because of growth and other issues. An ACTH stimulation test may be all that is needed initially, because carriers usually have a measurable deficiency in cortisol production:

I am sure Carol would agree that there is enough ambiguity surrounding this issue at least to question the bottom line, and I would certainly have your daughter tested even if only to put this issue to rest for yourself.
