My daughter started with pubic hair at  about 9.5.  She is ten now, with some breast development, some pubic hair and no hair under her arms.  She has SWCAH which was diagnosed at birth, and has always been well-controlled.  Normal bone age.  Endo says this is normal time for all this to start.  Hope that helps a little.
