Here in the UK you can get Corlan pellets which are hydrocortisone 2.5 mgs and these are prescribed for mouth ulcers.  I am not sure if you can get 1 mg tablets here.  The company that make these is called Medeva Pharma Ltd. I have not used Corlan  but know that some people in the UK do. I hope this helps.
