You have to keep in mind the age of the child.  Your infant is not capable of increasing activity level and fluids prior to the blood draw.  We often had the same problem with our son whne he was mcuh younger and started to use EMLA.  Expecially if the blood draw was in the morning.  We push fluids immediately and I even get his to run around the lobby area!  (we go when they open at 7am and get there even earlier to be first so we are not bothering anyone)  That way, he is not dehydrated at all and the blood id really pumping..especially when it is cold.  Even at six, he gets a little anxious.  But is releaved once it is in and he knows it does not hurt.

Another suggestion....Perhaps you child could sti in your lap during the draw.  I help keep my son's arm straight and restain the other and keep him still.  He is comforted by me holding him...even though I am really restaining him!  it helps the nurse and my son.
