My almost 3 year old SW CAH, is very small too, he wieghs 25lbs and is maybe 36 inchecs, unclear. Being small in and of itself is not always a sign that something is wrong. My older son w/ CAH SW had a bone age that lagged behind his real age by a year or so, we just recently decreased his medication a bit, 2.5 mgs am, 1.25 mgs afternoon, and 2.5 mgs pm, he has grown a lot in the last 3 months, and looks really good. My little one has a bone age right on track for his age. So I think he will just be tiny?
