You are right about hair not being all removed the first time around.  In some instances we ought to be thankful about this being the case--especially on your head.  The reason that the follicles have different growth cycles is because when we moult, if they all had the same growth cycle, all the hair would drop at the same time.  :)  Not Good!

Just wish that leg hair and lip hair was different ;) lol!
