LOL!  Of course.  The testicles shut down when there is constant level of undertreatment and sperm count and testosterone levels are low.    Sorry brain fog here--I cannot think why I never said it yeserday--my train of thought went off in the opposite direction!   I guess it can go either way which basically supports more regular testing in adults!  I know they stop growing, but their sex life is just as important as growth!    There is some more info on this page below about fertility :
