Depends  on what country you’re in and what unit of measurement was used. If the 28 was measured in nmol/L, then 28 is elevated, but acceptable, in CAH people.

On the other hand, if the 28 measurement is in ng/dL, then yes, it is extremely low (oversuppressed).
