I would have thought that both under and over treatment could delay menstruation or cause irregular menstruation.   But that would not mean she is not going through puberty.    Other characteritisics of puberty are breast development, and pubic hair etc.  If she has either of these then she must have reached the pubertal stage.

Has she been stress dosed recently at all?
