to operate or not to operate?

My daughter was diagnosed with CAH a little before her first birthday.  She had the bodyodor, pubic hair, acne and thick eyebrows.  Of course it just started with the body odor and as it progressed, the acne and other things started appearing.  She was sent to a specialist, went through blood tests and sonograms.  They found a tumor on her right adrenal gland.  It was benign thank God and the four hour operation was a success.  Well, that was two years ago, now my little girl is 4 and her clitoris only went down a few centimeters.  It is still 1.5 inches.  Her labia is partially fused and now she has to go for an x-ray to see if there is further problems in her cervix.  Her surgeon wants to do recontsrtuctive plastic surgery to fix her vaginal opening and labia, but they are also talking about a clitorectomy.  I already told the endo. that I did not agree with it and I think she should wait until at least puberty so she can decide for herself what to do.  I am just concerned for the hygiene part of it.  It is very hard to clean between her clitoris and outer labia.  They said she can get a lot of infections from it.  Her clitoris is very large, I mean it resembles a penis.  The whole operation scares me to death.  I know clitorectomies are very controversal.  I would like to hear from anyone who is perhaps battling the same thing I am or if their little girl has gotten either surgery done, to please contact me to let me know how it turned out.  Thanks

Jaime
