WE also use Elamax.  It is over the counter but you might have to ask the pharmacist to hand it to you.  That bugs me.  Anyway, emla is just too strong for my daughter.  Or maybe we used too much and left it on too long  but her veins just collapsed last time we tried.   You do need more of the Elamax and you need to leave it on longer.  It works great!  Good luck!
