Sorry I meant to say that the hypothalmus would still pick up the fact that the cortisol levels are lowered beyond what is needed and would still release ACTH and also instructs other hormones that precede androgen to be increased.  I can imagine a worse scenario myself.  There are a few hormones that precede androgen in the whole of the body possibly.  If they are raised and others are blocked or lowered to the extreme, well it doesn’t bear thinking about to be honest.
