If you are just looking for an oral syringe to deliver meds by mouth (i.e. no needle tip), you should be able to get them OTC at any drugstore.  It’s only when you want a syringe with a needle tip (for an injection) that you need a Rx, but it doesn’t sound like that’s what you are looking for?  They are usually in the section where the thermometers, pill boxes, and other such stuff is, usually close to the cash register.
