Son with hypospadius

My son was born with hypospadius 18 years ago.  It was more severe, with the meatus at the base of the penis, and required 3 operations.  I was aware that his penis was somewhat small when he was younger, but was not aware until recently (haven’t seen him naked since he was ~6) that there was not much change after going through puberty.  He has talked to his father about the small size but we don’t know exactly how small "small" is.  Puberty appeared to be normal --- he has adequate body and facial hair and he went through the voice change.  Does anyone know if it is normal for boys with hypospadius to have unusually small penises?  Is there anything that can be done to correct this?  I don’t even know if this is something that should be brought up, even though I get the feeling he is bothered by it being small.
