My impression is that the legislators understand the need, but also realize the economic boundaries. It would be more fruitful, perhaps to try to convince HMO’s to pay for the added testing (and of coure make sure their customers are aware of it). Even letting prospective parents know of the added testing, and the cost (which isn’t all that much on just an individual basis) would make a big difference,
