My two daughters have been taking the pill form since about age 2-3 so you might try that.  Before that, we used to just give them a glass of water or juice to chase the liquid Cortef down.  They also have to take Flourinef and that has always only been available in pill form.  We would put the pill in a 5cc syringe and then fill it with juice and let the pill disolve (took about 5 minutes).  Then just squirt the whole thing into their mouth.  They never complained much about it.
