If he is getting the Cortef down, then hopefully you won’t have a crisis. My twins are 16 months old and we have only dealt with 1 crisis. That was only because she got meningitis at 3 weeks old.  Are you squirting the syringe directly in his mouth? We diluted it, put it in the syringe, then squirted the syringe into a nipple in their mouths, then put a little water in the syringe and squirted it in the nipple to rinse it out and make sure they got all the medicine. I am sure you are doing everything fine!! Is he salt wasting>?
