Sounds as if Dr New was right to decrease your daughter’s hydrocortisone and that she was oversuppressed but I am a bit surprised that she did not keep her on thrice daily administration.   I know some kids are fine just taking 2 doses a day but my son definately needs it more frequently or he feels ill  - perhaps your daughter does too?
