My Mother gets the same rash also all along her arms.  She now has to wear long sleeves in Summer and stay in the shade.  She has the very heavily freckled skin type.  Blood type O.  I mentioned that because people with blood type O are more susceptible to skin cancer and reactions to the sun light.  Or so it states in a lot of the statistical data  in the Live Right and Eat Right For Your Type books.
