Our insurance never covered Loghyn’s salt tabs either (she’s 14-1/2 mths SWCAH).  Luckily they’re not expensive!!

As far as getting them to take it, we used 1 salt tab in every 8 ozs of whatever she was drinking . . . and did this from 4 days old.  She’s never given me trouble with it.  Now that she’s on regular table food and regular juice, milk, water we just salt her food & use about 1/8 tsp of table salt in whatever she’s drining.  I hear so many people saying how they try to give them the salt by itself so that they’re sure they get it . . . I wonder if it might be easier for you to split it up into everything he’s drinking instead of all at once . . . it might help cover up the taste a bit.
