If you take her off the formula then she might eat, a one year old shouldn’t need that many bottles a day.  That’s probably why she doesn’t eat because she just fills up on milk.  We had a similar situation with my CAH daughter at around the same age and I just decided enough and took the bottle away.  I still let her have a milo each morning and each evening but out of a no spill cup not a bottle.  She started eating really well and has never looked back.   In fact out of my two CAH children she is the best when it comes to food.  She will even eat Brussel Sprouts!
