hi cherry! basically, the liquid form of hydrocortisone is unstable. upjohn used to make it comercially and it was recalled b/c so many children were having erratic labs while on it. i believe ( i am NOT sure though) that there were some deaths. now, to my knowledge, it is only available from local compounding pharmacies (which is where i get mine). it should be shaken before use for over  5 minutes and i have heard that many peds endos refuse to prescribe them. my hunch is that, b/c of its instability, it is not quite as potent consistently, but i am not sure. it would explain FOR US why my son seems to always have much lower 17ohps and look more cushy when on the pill and not the liquid.
