They didn’t do their homework. A Liberal politician (Bernest Cain) had been trying to get the law in for some time, but didn’t want to consider how it would be paid for. The Conservatives held it up until the law could actually be supported by available funds, since we are having a budget crisis in the state. It was finally passed when the language was changed to say that the screening would be done when funds were avialable. So on paper we "have screening" but in reality we don’t. The Liberals get to brag about how they care, and the budget isn’t mangled. Politics as usual.
