denial of treatment from dr

I hope this doesn’t sound too terrible BUT we were actually denied treatment today from our pediatrician.  There is money which is owed to him currently being disputed between the insurance company and his office.  We met our out of pocket expense for dr visits on Jan 15!  So we now pay nothing for dr or hospital visits.  Our 6 year old has a roaring ear infection and a perforated ear drum (all of which the school nurse called and told me today).  I called to make an appointment with our ped and they stated that since I owe money they can’t see our daughter until we "pay up".  Even after explaining the situation of the unresolved bill, they still wouldn’t see her.  I even talked to the dr and he said the same thing.  I WAS SHOCKED!  I didn’t think this could happen.  I have been so pleased with him to this point but I am now done.  I called 3 others doctors none of which could see her until next week so I took her to the urgent care.  They gave her 2 shots of Rocephin antibiotics and sent her home on some other antibiotics.  Has anyone else experienced this?  Any advice?  Thanks!
