Symptoms of excess androgen?

My nearly 8 year old daughter has been suffering from what I thought were early signs of puberty (underarm odor, small pimples and blackheads on forehead, oily hair) but her endo says she is not entering puberty as there are no breast buds and no hair.  I was told that excess androgens can cause these symptoms.  Is this correct? 

She was taking 2.5mg at 6.30am, 2.5mg at 1.30pm and 5mg at 10.30pm so her endo increased the morning dose to 5mg instead of 2.5mg.  That was back in February.  The symptoms still continued and in July, he increased the 2pm dose to 5mg as well.  That still doesn’t seem to have made any difference.  She still has the symptoms and I can honestly say it’s not made any difference.

Should increasing the tablets make a difference?   Are her symptoms signs of under treatment or over treatment?  Do anyone have kids around her age with similar dosages or is her dosage way too high/too low?
