I don’t think carriers always have symptoms but the prevailing "wisdom" is that they never have symptoms.  My son was at the very highest range of carrier 17-ohp and he had symptoms of LOCAH - body odor at 7 and bone age advancement.  So it just seems prudent to be on the lookout for those things.
