I guess I should ask her pediatrician. 

Her labia weren’t fused at birth (which is the good news) and she was born with a vaginal opening (you just can’t see it right now because of the fused labia).  From what I understand, the estrogen cream helps but isn’t necessarily a permanent fix for the problem (once they hit puberty, though, things should be better).
