My daughter was just 8 also when we first noticed breasts.  I thought she was just getting a little pudgy but it was breasts.  So she probably started even younger.  She also had had a big growth spurt before that but no one picked up on it.  If for some reason you don’t treat it, my daughter really had no ill effects except that she probably lost some height and it may have contributed to her PCO.
