I understand what you are saying about labeling, but never on SSI.  You know the usual welfare, ADD, EBD (which my son was labeled thanks to the school he attended), and many many more.  But I seriously have never heard anyone make a comment about SSI children ( I never knew my nephew was  on SSI until a few months ago).   And I only put that in so people understand that it is possible to get SSI for many different reasons.  I don’t think SSI is stigmatized like AFCD children.  Which that seems to be every where.  Why people are against help is because of the abuse over many years from certain people.  Every one has the right to have help when needed, but life does not let it come with out a price.  For my daughter and grandson,  She will do what needs to be done for all of her children.  She says that she would rather get SSI and beable to stay home with Kadin until he is in school full time.
