When you say your son’s 17OHP levels came back ’normal’ was this whilst on the cortef medication?  If so, this does not rule out CAH as he will have been receiving the replacement cortisol and not producing excess androgens.  If however his 17OHP was ’normal’ without him taking the cortef, then it suggests CAH is not the problem.  Adrenal insufficiency just means the adrenal glands are not producing enough of the adrenal hormones, could mean Adrenal Hypoplasia or maybe it is something temporary and there is a chance they will kick in themselves at some stage.  Was your son premature?
