Our 6 year old SWCAH daughter had a bit of a  problem when she was a baby, but the florinef was just lowered until it was at the right dose.  She is on a relatively low dose of florinef - .05mg per day.   Maybe your 11month old just needs to have meds lowered further.  How much is he/she on?   I would be concerned with constant high blood pressure readings.
