What is the units of the testing results? ng/dl? If it is, I can not see why your endo wants to increase her dose.  Usually 17OHP should be maintained around 100-1000ng/dl. The number also depends on when you take meds and when you have the blood work done. Different doctors may have different opinions on this issue.

For androstenedione, it should be between 8-50ng/dl for prepubertal children. It is according to the reference number given by Esoterix. Different labs may have different reference numbers, but they should not be off too much.
