We have experienced this same event but with asthma medication and allergic reactions. The school districts are getting sued too much and the explaination we got was that they are educators not nurses. The school nurse is available once a week(ish) and she may not be able to give the medications either because of legal issues.

We had a simular issue as yours but our only option was rearranging our schedules to do what we could.
