Hope - Find out who is the head of your states emergency 911 system. Place a call to him or her and inquire about whether there really is no protocol system already in place that even your local EMT’s are not even aware of. Also,  check with your closest and largest childrens hospital in your state.  Go to the top gun in charge of emergency plans in your state - he or she will be able to help you.
