My son who is 4 and he gets dark cirlces under his eyes too. He had them real bad when he was younger. But as he is getting older i dont notice them as much. But he is darked skinned. Not black buyt his real dad is dark when it is summe out and in the winter he kinda stays a little browner than normal. But He gets them real bad when he is sick and when he was on prednisone they were really really bad actually his eyes were suncken in too. It was gross. But now he is on cortef and is much better.
