Jen, Hang in there.  I’m frustrated for you!  As I’m sure many here are.  It is incredibly perplexing to see this kind of thing happening.  We have two daughters with ssw cah and they have both been not only in crisis but very close to death. 

My sister-in-law was a social worker in Detroit.  She eventually quit because not only was her case load humanly impossible to manage but because she knew that through the beauracracy, no good would really come from her work.  She was amazed at "the system".  My husband is a police officer for a large metro dept and works in very poor neighborhoods.  He averages 2 or 3 emergency removals a week.  It makes him incredibly sad.  Not only do the parents fail these children but they are placed in a system that fails them too.

I hope that you can get this sweet girl and her brother and other siblings the care they need.
