Um I would think that since she is a refugee of a huricane that she did not take her meds with her. She is probably lucky to be alive.  Regular foster homes do have the right to refuse medicly fragile children as they are only trained for level one or two children. I actually couldn’t find it in my heart to do such a thing but we don’t know the whole story. Actually right now no one can really do anything as far as taking this child home. The parents still have their rights until the judge takes them away. That can take up to a year. Also if one would want to foster her they would have to go through training, takes a very long time. The most anyone can do is visit her, fall in love with her, care for her and let her know she is not alone. Now in order for someone to visit her, that someone would have to know that she was there. Thats where Lisa comes in. Lisa should be careful, concerning this childs privacy. But she is probably acting with her heart. We could use a few more people like that around.

Right now the foster system is in control and regardless of what we would like to do they are the ones that ultimately decide the childs fate. Not sure is La or Fla have a one year permancy law but in mosts cases the parents have a year to get their life straight. Sometimes even more.

 The foster children are left in limbo for quite a while, even when someone has done everything possible to get prepared to adopt a child they will still give the parent’s their chance to get clean, straighten up their lives, get help what have them

 It’s time consuming and painful at times.

 There would be ways of getting letters or cards to this child without revealing her identity. Where there is a will there is a way. My heart goes out to this child, I hope the best for her.
