My son is two and we use a shoe tag on him.   We have one on each shoe in case the shoe comes off.  It has worked really well and he doesn’t ever bother it.  It is also a plus because if we were ever in an accident where I was knocked unconscious, the medics would have access without me telling them where to look for the medic alert.
