This does sound like Hypoplasia (or some other form of adrenal insufficiency), as in this condition, excess androgens are not produced so 17OHP levels are normal.  Hypoplasia is not always genetic, although if both your boys are affected, it does sound a strong possibility.    As you rightly say, the treatment would be the same as for CAH, so you will have a lot in common with the folk on this board and your boys should respond well to the medication.  Pubety can be a problem in Hypoplasia, but this can also be overcome with additional meds.  Good luck in getting a diagnosis and do let us know the outcome.
