I agree with all of the above but just wanted to reassure you that your daughter is probably nowhere near getting her period.  My daughter started puberty at 8 and our stupid doctor just let it go but that’s another story.  Anyway although she started at 8 she didn’t get her period until almost 11.  And breasts are really the first sign of puberty in a girl.  If she doesn’t have any breast "buds" yet it’s just undertreatment but it could become early puberty if not watched.  Also, get a bone age.
