Is it hives, that is, did the drs use that term, or do the individual bumps last no more than 24 hrs, but are replaced by others that also go away in 24 hrs (if that makes sense)? If so, and if it lasts for more than 6 wks, then it is considered chronic hives. My daughter has that. They gave her high doses of prednisone at first, which controlled it temporarily, but of course she had to be weaned off the high doses. Now she takes lots of antihistamines, which suppress the hives so that she can function and not be itchy, but the hives don’t go away. I don’t want to scare you, but if it continues, I would take him to an allergist. Also, if it varies in severity, I would start a daily diary of foods, etc, to see if you can relate the changes to anything.
