I agree with Megan’s initial assumption that Jennifer is probably referring to "21- hydroxylase" deficiency,which is associated with HYPERplasia, not HYPOplasia. It’s easy to get "hyper" and "hypo" mixed up, but the "21" makes it almost certain (in my opinion) that the doctors probably said "HYPERplasia."
