Trust your instincts - you are most likely right. Our chap lost some height potential due to oversuppression in the first year. His levels took a long time to stabilise. It may have been safer to over-suppress him slightly rather than risk a crisis.

So it may be normal or unavoidable, but you should certainly look for answers.
