Does she not have a social worker?  She should have.  A referral could then be made to an educational psychologist who can determine her IQ level and therefore her level of learning disability.  It sounds like she is currently under the mental health team.  I work with children with learning disabilities and have 2 children with CAH.  The CAH is not the issue here, it is getting your sister in law placed in an appropriate place.  I work as a family worker and my experience unfortunatly is that family have to fight all the way for the rights of their family members.  Don’t give up, if you are not happy with where she is placed then keep fighting and sticking to your guns.  Unfortunatelty those who shout the loudest get listened to.  sometimes local MP’s can assist.
